Graduated from the Physics and Mathematics high school in Brasov, 1971; degree in aerospace engineering from the Polytechnica University in Bucharest, 1976; degree of aeronautical engineering; airforce pilot; hobby: photography; he is fluent in English, Russian and French; since 1990 Director of the civil aviation program of Romania; 1998 President of ROSA (Romanian Space Agency); 2003 Major General (now Lieutenant General); 2004 until July 2005 Ambassador on Romania in Russia; then Honor President of ROSA (Romanian Space Agency).
